Excluding countries in banners from displaying?

Hi.?

Let's say an advertiser doesn't allow that their ads are displayed in certain countries , and as for example they won't allow that the banner is displayed in:

Afghanistan, Australia, Belgium, Canada, Iran, Israel, Japan, Latvia, North Korea, Palestine, Russia, South Sudan, Syria, and the USA.

How can you exclude those from displaying with the ad delivery rules? (I never used the devliery before so its totally new for me).

Also the max mind database:  How can you update it to make sure it is the latest version? Is it enough with runinng the latest version of Revive or should you also now and then manually update the maxmind geocity database?

I found where to enable all this, but the geo country is not available in the drop down selection unless you click
Show geotargeting delivery rules even if GeoIP data unavailable

which completely defeats the purpose.

I have determined that the files necessary to run the geotargeting are missing from my install and have yet to find them.

Have you checked to see if you the mmdb files are there?

I found the file  GeoLite2-Country.mmdb

and uploaded here.

click_here/plugins/geoTargeting/GeoLite2-Country.mmdb

then in the settings set the path to the GeoIP2 MMDB files
to the same as above.

Tried several variations with and without the file name.  Still not working.
