Got it to work. I followed the same steps as before. Do not know why it worked this time. Must have done something different.

I am attempting to upgrade from 2.8.11 to the latest, however, when I run the install script from the _new directory I created, it never recognizes it is an upgrade. The log file show attempts to detect the upgrade to no avail. What criterion does it use to detect an existing install?
