[Geotargeting Not Working]

Hi,
   I enabled GeoIP plugin, checked plugin enabled and yet GeoIP is not working...! Targeting ain't working at all.
Questions :

1. I am using xampp v1.7.3 with php 5.5.11. Do i need to download and separately enable GeoIP module for apache ?
I tried using these modules both from 1.0.8 and 1.1.0 both didn't work

2. Also I downloaded GeoIPCity.dat file and place it in data folder
In plugin settings can put absolute path starting from C: for a local machine ?
