[Fresh installation 4.0.1 no plugins]

Thanks it helped! The most important to me was this part:

"Note that this is the etc/plugins directory, not the plugins directory."

However I can't figure out reason of missing plugins. When I'm using Apache over https + postgresql plugins are missed and I need to install it manually from etc/plugins directory but when I make fresh installation on another machine (Apache over http + mysql) everything seems to be fine. The worst thing is that there is no information in log files. One and only error message is during installation process.

I've just installed fresh copy of RA from https://download.revive-adserver.com/revive-adserver-4.0.1.zip. Installation finished with success but there is no plugins inside. Besides there is no plugin repository within installation directory. How could i install all missed plugins? Is there any place where I can find missed plugins?
