Assistance Required – Targeting Banners via Site Variable Not Working

I am currently facing an issue with targeting banners based on a site variable in Revive Adserver (Hosted Edition, v5.5.2). Despite configuring everything correctly, the targeted banners are not displaying, and I would appreciate your assistance in resolving this.

Issue Details:

• I have set up a zone (ID: 18520) in Revive Adserver.

• There are three banners linked to this zone, each targeting a specific phone number stored in localStorage on my website.

• The targeting rule for each banner is:
  Site Variable: phone_number
  Condition: Equals to (e.g., "9820480864" or "9309134411")

• The default banner (no targeting rules) is being displayed, but banners assigned to specific phone numbers are not showing up.

What I Have Tried:

1. Confirmed that the targeting rules are correctly set in Revive Adserver.

2. Tested the ad request URL manually, and it returns a blank response:
   
   
   Expected Outcome:

• When a user visits the page, their phone number (stored in localStorage) should be passed as a targeting variable.

• The ad server should return the correct banner that matches the phone number. (Eg banner B or Banner C)

• If no specific match exists, the default banner should be displayed. (Eg Banner A)

Could you please review this setup and guide me on what might be causing the targeted banners to not display? Is there any additional configuration required on the server-side to make site variables work correctly?
