Admin images coming from css not displaying and show as a 403 in console.

Any image coming from the admin CSS file will not display and gives a 403 forbidden error. However if I open the image directly in the browser address bar it loads fine. 

I'm not sure what to make of this. All ad blockers are disabled. All directory permissions are good. 

Is there something different about an imagine loading from the admin CSS file then it loading directly? I don't think so but something must be.
