Issue with Custom Targeting Plugin

I'm facing an issue with a custom targeting plugin ; I've developed for Revive Adserver. Even after  following the documentation and ensuring all steps are correctly implemented, I'm facing  a problem where ads targeted using the custom criteria are not being displayed to the intended audience.

Below are the details of my setup:

I have developed a custom targeting plugin according to the guidelines provided in the Revive Adserver documentation. The plugin registers successfully and is activated in the Revive Adserver admin interface. The custom targeting criteria are defined within the plugin code. These criteria are designed to target specific demographics based on user attributes such as age, location, and interests.  Ads are configured to target users based on the custom criteria defined by the plugin. However, even after meeting the criteria, some users are not seeing the targeted ads.  I have extensively debugged the plugin code to ensure that it is functioning correctly. I have also checked the Revive Adserver logs for any error messages or warnings related to ad delivery, but I have not found any relevant information.

 I am testing the ad delivery in a controlled environment to ensure consistency. However, even under ideal conditions, the issue still there. 
Someone please provide guidance on how to further troubleshoot this issue?
