Copy Delivery Rules - No Actions Button

Hello, 

I need to be able to copy banner delivery rules for numerous banners within a campaign and believe this is possible - https://www.revive-adserver.com/how-to/define-delivery-rules-for-a-banner/

However, I don't have the 'Actions' button (or Shortcut button) in the top right hand side of the screen that is referred to in the above link, either when working as Default Manager or Administrator.

Can anyone advise please?
