500 error on both upgrade and install

I have tried to do both an upgrade from v5.0.5  to v5.1.1

and a new install of v5.1.1

both just result in a 500 error when I go to my website.

it tries to redirect to the update or install but just keeps throwing 500 error

 

restoring the back up of v5.0.5 brings my site back online
