Administrator Login loop on upgrade

Hi All,

I'm attempting to upgrade from 4.2.1 to 5.0 or 5.0.2. I followed the upgrade instructions and passed all the requirements. When I get to step 2 (Administrator Login) I enter valid credentials and I'm immediately returned to the administrator login page with no error displayed. I've verified that I have the correct credentials by intentionally entering wrong credentials at which point I receive an error that my username or password are incorrect. I've tried this in Chrome, Firefox & Edge all with the same result. Below is my install.log. A debug.log was not created. Does anybody have any ideas how I can get around this issue or get more diagnostic info? In case it matters, the 4.2.1 install was a fresh install.
