Completely failed, Limiting views

I have so far completely failed at limiting the views to an ad as of yet.

 

Campaign Properties

Override & Remnant (Both Tried)

Limit campaign views to: 1 per session & Limit banner views to: 1 per session (Both Tried)

Reset view counters after: - hours 30 minutes 0 seconds  

Tried Both different types of Ad limiting but ad Remains active.

Also Did the same on the Banner level Same result a is still showing.

Added Text before and After the code inside the html text field.

Text Shows 

Unlinked Banner from the zone.

Ad and text are still showing.

CTRL+F5 

Ad and text are still showing.

Edited banner code, Removed text from before and after...

Removed Zone code

Seems to me that maybe there was some cache keeping it delivering even after it was unlinked.

I Found the banner cache and set it to 1200 and changed it to 60.

This fixed that issue but the delivery limit issue I'm not sure what to do thair.

It seems to completely ignore both limits on both the campaign and the banner level.

I'm using the Java Invocation Code.

Is Chrome Immune to the Cookies that should be being set?

No, It has to be something else as I have tested it on Firefox and Edge both act like there is no limit at all in place.

 

I'm at a loss as to what to try next,

I'm hoping there is some setting that I've missed in the Config area that's making it not work.

Did this fix in the end?

Even if you changed the cache value down from 1200 to 60, information that was cached when it was set to 1200 will still take that long to expire... So it might have started working after that time?
