The first time I go to the site, a banner is never served.It's not until the 2nd or 3rd time (or refreshing), that a banner shows up.Any quick fix? When a new user comes to get a banner from Revive Adserver, the system can see that they don't have a cookie set. Capping is managed via cookies. So, to prevent a users with cookies disabled from seeing the banner many more times that the cap (because if Revive Adserver showed the banner to users without a cookie, anyone with cookies disabled could see the banner an infinite number of times), a capped banner is never shown to a user unless they have a Revive Adserver cookie set.
