Yes! When a new user comes to get a banner from Revive Adserver, the system can see that they don't have a cookie set. Capping is managed via cookies.

So, to prevent a users with cookies disabled from seeing the banner many more times that the cap (because if Revive Adserver showed the banner to users without a cookie, anyone with cookies disabled could see the banner an infinite number of times), a capped banner is never shown to a user unless they have a Revive Adserver cookie set.

This means the first impression to a new user is always going to exclude any banners with capping set.
