Trouble with creating new banners after upgrade up to 3.2.2

I'm have  upgraded 3.2.1 to  3.2.2 and got trouble with creating new local banners.
When I try to  create banner I've got record of new item in DB,  but i don't got file image/flash on the  file system in www/images (access mode to www/images is 777) 

What  do I wrong?
