3.1.0 [An Error Occurred While Processing This Directive]

Sorry if this has been asked before but i was not able to find this in a search.

 

Whether doing an upgrade to version 3.1.0 (from older openx install) following the detailed instructions on the website or trying to do a clean new install (justhost.com is host) when I go to www.mysite.com/revive, I immediately get the following

 

"an error occurred while processing this directive" (via mozilla)

 

HTTP 500 (under explorer as below)

• The website is under maintenance.
• The website has a programming error

 

I went thru all the subdirs to set permissions to 777 and even went so far as to try to install on another hosting company Lunarpages.com.

 

php version is 5.4.34  and mysql version is 5.5.40-36.1-log

 

I have used OpenX for some years and seen these error briefly in the past when my host finally updated the php version but they cleared up when i did an upgrade of OpenX

 

Could someone give me some ideas where to look on this

 

ADDEDUM.  I just did a very quick test with 3.0.6 and it starts install OK
