Can you clarify what you mean by 'rotating banners'?

Well, doesn't look to me like you have done what you think you have done. As you post above, here's what your Revive Adserver's /var directory permissions are:
drwxr-xr-x  5 www-data www-data  4096 Sep 19 13:03 var
So, the "www-data" user account has write permissions on the directory, but the group and the all user group do not.
So, unless your web server is running as the "www-data" user account, then the web server doesn't have permissions to write files in that directory - which is exactly what the error is telling you.

That is actually the solution that the OP has tried and which doesn't help. So it must be something else...

I guess it is related to permission access.

The respective folder should have 777 permissions.
 

This recommendation is incorrect. It should not be needed to set that "Even if GeoIP data unavailable checkbox" on, in fact, it is advised to never do that unless you know exactly what you're doing.
 
I recommend double checking that path, and to make sure that the folder and the files in it are actually accessible.

just enable geo option..Configuration => Geo targeting settings => check "Show geotargeting delivery limitations even if GeoIP data unavailable"  you can enable "MaxMind GeoIP (Flat file)".

We have gone through your requirement, Seems companion positioning does not work when the invocation code for the zones is of the iframe tag. It will works with JavaScript tags and also with  Asynchronous JS tag.
