It would be nice if someone actually posted an answer. And why do links on the forums here link back tot he same page in the forum and not the external link they are referring to? Took me an half-hour...so if anyone else is searching and runs across this thread... Look under Inventory, Account Management. Create an account (such as a customer/client that will be managing their own ads, etc.). Once the account is created, you can go to the User Access tab and create users for the account.
